Open your books please. In the fourteenth century, muggles believed that there were such things as witches. They would take anyone they suspected and would burn them. They would rarely catch a real witch, the burning would have no effect. They would use a simple Flame Freezing Charm. It is rare that muggles ever caught a witch or wizard. Non-magic people are not good at recognizing magic. On rare occasions, they would catch a real witch and would burn them. As said in the intro, they would use a Flame Freezing Charm. How would they not be recognized as a witch? Witches pretend to shriek with pain while enjoying a tickling sensation. Wendelin the Weird was caught no less than 47 times in various disguises!
